To my surprise, vendors of The Big Issue (a street magazine sold by homeless people) are still active in Sapporo. They are provided with a safe and warm place to sell the magazines, whereas these vendors are no longer around in Fukuoka. Another surprise is that the back issues are available in a public library, which I couldn't have even imagined back in Fukuoka.
However, I wonder how anyone can experience homelessness (sleeping outdoors, in my definition) in Sapporo, where the temperature can drop to minus 10 degrees Celsius or even lower. In reality, I learnt that net café refugees and other housing-insecure people are also categorized under this group.
